Introduction
Following World War II, France, as one of the major global powers, was determined to join the club of nuclear-armed nations. The country’s motivations included acquiring an independent deterrent force (known as Force de dissuasion), enhancing its international stature, and consolidating its superpower position. Then-President Charles de Gaulle believed that France needed nuclear weapons to preserve its security and autonomy amid Cold War threats. However, conducting nuclear tests on European soil posed significant political and environmental risks. As a result, the French government decided to use remote areas in its colonies and overseas territories as testing sites—far from metropolitan France and under limited scrutiny. This policy exemplifies what is now known as “nuclear colonialism,” wherein nuclear powers imposed the human and ecological costs of their weapons programs on the peoples of colonized and distant lands[1].
Incidents
- Nuclear Tests in Algeria
Between 1960 and 1966, France conducted a total of 17 nuclear tests in the Algerian Sahara. These were divided into two main phases: atmospheric tests at the Reggane site and underground tests in the In Ekker region of the Hoggar Mountains. During the Reggane phase, France detonated its first atomic bomb, codenamed Gerboise Bleue, on February 13, 1960, in the Tan Afella region of the Tanezrouft desert near Reggane. The bomb had an estimated yield of 70 kilotons—over four times that of the Hiroshima bomb. The detonation site was located 40 kilometers from the Hamoudia base and approximately 700 kilometers south of the city of Béchar.
Despite France’s initial claims that the area was uninhabited, it was later revealed that tens of thousands of people lived in the surrounding region[2]. Nomadic Tuareg communities, indigenous desert dwellers, local workers, and French military personnel were all present near the test sites, without receiving effective protection. Reports indicate that these individuals had virtually no shielding against radiation and were merely instructed to bathe after each explosion—a wholly inadequate measure. Between 1960 and 1961, three additional atmospheric nuclear tests (including Gerboise Blanche, Gerboise Rouge, and others) were carried out in the same region. For example, France’s third bomb, Gerboise Rouge, was detonated on December 27, 1960. Although its yield was about 5 kilotons—roughly half that of the American Little Boy bomb—it triggered widespread international condemnation. Countries including Japan, the Soviet Union, Egypt, Morocco, Nigeria, and Ghana denounced the tests. From the outset, nuclear testing in Africa was viewed as a violation of peace and a disregard for the lives of local populations.
Although Algeria gained independence in July 1962 following the Évian Accords signed in March of that year, France negotiated an important concession in those talks: it retained the right to use certain military facilities in Algeria for five more years. In effect, independent Algeria was compelled to tolerate a continued French military presence until 1967 while France relocated its nuclear program elsewhere. As part of this covert arrangement, France shifted its testing operations from Reggane to a more remote location in the Algerian Sahara: the mountainous region of In Ekker in the Hoggar range. The new site, known as the Sahara Military Experimentation Centre, was eventually renamed the Centre d’Expérimentations Militaires des Oasis to facilitate underground testing. Between November 1961 and February 1966, 13 underground tests were conducted in tunnels within Mount Taourirt Tan Afella. Although these tests were relocated below ground, they were far from safe.
One of the most infamous incidents occurred on May 1, 1962, during the Béryl test. The explosion was so powerful that it cracked the mountain and released a radioactive plume into the air. Several French ministers and military officers observing the test were exposed to radiation and had to be evacuated in contaminated clothing. This incident revealed that so-called “safe” underground testing could also lead to disastrous outcomes.
- Chemical Tests in Algeria
In addition to nuclear tests, the French military used the Algerian Sahara during the colonial period as a secret laboratory for chemical weapons. According to declassified French military records, from the late 1940s onward, significant quantities of German nerve agents (captured after World War II) were tested in the Algerian desert. A remote site known as B2-Namous, located about 100 kilometers from the Moroccan border, was used for testing these chemical agents. Deadly substances such as tabun and sarin were tested on munitions and likely on live animals (possibly livestock) to study their lethal effects.
Open-air testing in the desert led to contamination of soil and water with highly toxic materials. Although the French government officially denied having an offensive chemical weapons program, historical investigations—such as a 1997 report by Vincent Jauvert—revealed the truth[3]. Disturbingly, secret cooperation in this domain reportedly continued even after Algeria’s independence. Reports indicate that during the presidency of Chadli Bendjedid in the 1980s, a covert agreement allowed France to continue using the B2-Namous site for chemical tests. According to one account, these activities extended until 1986—24 years after Algeria’s independence.
Moreover, after the testing campaigns ended, France buried large quantities of waste—including blast towers, sampling aircraft, and military vehicles—within the desert. Years later, it was revealed that these radioactive remnants were hidden beneath the sand without proper markings or public disclosure, and that France refused for decades to reveal their exact locations.
- Nuclear Tests in French Polynesia
Following the termination of its nuclear testing operations in Algeria, the French government under President de Gaulle quickly turned to an alternative site. In 1962, France formally announced that the atolls of Mururoa and Fangataufa in French Polynesia had been selected for continued nuclear testing. In January 1963, de Gaulle framed the decision as a means to stimulate the local economy and sought the support of Polynesian residents—some of whom cooperated initially. However, once the tests began, their harmful effects led to a shift in public opinion and intensified resistance, particularly among pro-independence movements.
Between 1966 and 1996, France carried out a total of 193 nuclear tests in French Polynesia. These were conducted in two phases: 41 atmospheric tests between 1966 and 1974, followed by more than 150 underground tests from 1975 to 1996[4]. In response to mounting international pressure to cease atmospheric testing—especially after the 1963 Partial Test Ban Treaty (which France did not initially sign)—the French government announced in 1974 that all future tests would be conducted underground.
Beginning in 1975, tests were conducted deep within the limestone and basalt of the atolls to reduce global radioactive fallout[5]. However, contrary to official French claims, the nuclear tests in the Pacific severely exposed both local populations and on-site personnel to radiation. Recent investigations based on declassified French military documents have revealed that nearly the entire population of French Polynesia was exposed to radiation during the atmospheric testing period. An independent study, conducted in collaboration with Princeton University and various NGOs, found that approximately 110,000 people (almost the entire population of the territory at the time) were affected by radioactive exposure. These exposure levels were found to be 2 to 10 times higher than those reported in France’s official 2006 Atomic Energy Commission report.
For example, during the Centaure test on July 17, 1974, unexpected wind shifts carried a radioactive cloud over the island of Tahiti and neighboring areas 42 hours after the detonation at Mururoa. At the time, around 110,000 people—including 80,000 in the capital city of Papeete—were living in the cloud’s path. Events like this, which were officially downplayed, resulted in absorbed radiation doses far exceeding the levels publicly acknowledged[6].
Incidence rates of various cancers—particularly thyroid, blood, and lung cancers—significantly increased among the local population. Although the French government long denied any causal connection, a 2021 report by the French National Institute of Health acknowledged that numerous cancer cases in the region could be linked to nuclear testing, while also stating that “further research is needed” for conclusive evidence. In addition to cancer, congenital deformities and genetic disorders have also been documented. Dr. Christian Sueur, former head of child psychiatry in Tahiti, reported in 2018 a rise in developmental abnormalities among children in areas near the test sites. He attributed 69 cases of mental disability or physical deformity—among 271 children examined in the region—to radiation-induced genetic mutations. He also stated that on Tureia Island, a quarter of children present during the 1971 test later developed thyroid cancer. Today, the local Polynesian government demands that France fund independent research into the genetic effects of these tests on future generations[7].
The natural environment of French Polynesia also suffered severe damage. The Mururoa and Fangataufa atolls—direct test sites—became de facto radioactive waste storage zones. Repeated detonations weakened and fractured their geological structures. A classified French military map from 1980 revealed a network of underground cracks and cavities created beneath Mururoa by years of testing[8]. Independent scientists have warned that this unstable, honeycombed structure could collapse during a future earthquake or explosion, releasing vast quantities of trapped radioactive material into the ocean[9].
Even the French military has admitted to certain environmental accidents. For instance, in July 1979, a 120-kiloton explosion at Mururoa triggered an underwater landslide and tsunami that damaged several islands in the archipelago. Scientific assessments from 1968 also confirmed that nearby inhabited islands—such as Mangareva and Tureia—were so contaminated that their populations had to be evacuated.
Challenges and Responses
- Domestic Reactions
From the outset, France’s nuclear and chemical tests sparked local and domestic opposition. Although the pursuit of Algerian rights and the consequences of nuclear testing remained largely suppressed for decades, exposés in the 1990s (notably a 1997 Le Nouvel Observateur report) and historical research shed alarming light on the events[10]. Anti-war and human rights organizations condemned the use of nerve agents like tabun and sarin on foreign soil, calling it a violation of the 1925 Geneva Protocol, which France itself had signed. While France later acceded to the 1993 Chemical Weapons Convention and denied any offensive chemical weapons program, its dark past continues to draw criticism from historians and human rights advocates. Civil society groups and victim associations have persistently followed the matter. In recent years, Algerian NGOs such as Shoaa, in collaboration with international researchers, have launched campaigns demanding truth and justice for victims[11]. In February 2025, coinciding with the 65th anniversary of the first nuclear test, these organizations held a conference in London. The event adopted the term “nuclear colonialism” to describe France’s actions and called for accountability and reparations. A representative from the International Campaign to Abolish Nuclear Weapons (ICAN) stated that “France’s nuclear waste continues to poison the soil, water, and bodies of indigenous Algerians.”
In French Polynesia, a grassroots anti-nuclear movement emerged, led by local parties such as Tāvini Huira‘atira under Oscar Temaru. This movement, active from the 1970s through the 1990s, sought not only political independence but also nuclear justice and transparency. In 2016, under pressure from local opinion, then-president of the semi-autonomous territory, Edouard Fritch, officially requested that the French government acknowledge the role of nuclear testing in genetic and health problems among Polynesians[12]. Earlier, in 1985, Greenpeace activists planned to sail the Rainbow Warrior to Mururoa to stage a protest at sea. In response, the French government executed Opération Satanique: on July 10, 1985, French intelligence agents bombed and sank the ship in Auckland Harbor, New Zealand. France initially denied involvement, but after two agents were arrested and media uncovered classified documents, the government accepted responsibility. The scandal ignited international outrage and became a symbol of France’s recklessness in pursuing its nuclear agenda[13].
- International Reactions
France’s nuclear and chemical testing in its former colonies drew widespread international condemnation. These reactions spanned political denunciations, legal actions, grassroots activism, and human rights advocacy. The first wave of criticism followed France’s 1960 nuclear tests in Algeria. Newly independent African states such as Ghana, Nigeria, and Morocco, along with Egypt, the Soviet Union, and others, condemned the explosions in the Sahara as a threat to African peace and security. Although no global test ban treaty existed in the 1960s, many states at the UN General Assembly urged restraint by nuclear powers. Japan, the only country to have suffered atomic bombings, became a vocal critic, labeling the tests a profound insult to Hiroshima’s survivors.
In September 2024, the UN Special Rapporteur on Toxics and Human Rights sent formal letters to the governments of France and Algeria, demanding transparency, accountability, and effective reparations. The rapporteur emphasized that victims had the right to truth, treatment, and compensation. As of early 2025, neither government had issued an official response[14]. Activists argue this silence reflects the continued politicization of the issue, especially amid strained France-Algeria relations, leaving victims sidelined.
In the 1970s, as France persisted in atmospheric testing in the Pacific contrary to international trends, global condemnation intensified. The UN General Assembly passed multiple resolutions condemning nuclear testing and urging France to join the Partial Test Ban Treaty (LTBT). Neighboring Pacific countries—particularly New Zealand and Australia—launched diplomatic protests. In 1973, New Zealand brought a case to the International Court of Justice (ICJ) seeking an immediate halt to France’s tests. While France initially refused to recognize the court’s jurisdiction, it later announced an end to atmospheric testing. In 1974, following its final atmospheric test, the ICJ declared the dispute resolved, citing France’s unilateral commitment[15].
The controversy re-emerged in 1995 when President Jacques Chirac decided to resume underground testing. This reignited global outrage. Dozens of countries imposed symbolic and punitive measures: EU states recalled ambassadors and proposed suspending scientific cooperation; Asian and African governments issued strong condemnations; even the U.S. expressed disappointment. In September 1995, the UN Security Council held a special session at Australia’s request, where numerous member states—including China and Russia—criticized France. While no official resolution passed (due to a likely French veto), Pacific nations strongly voiced their opposition at the UN’s First Committee on Disarmament. A representative from the Marshall Islands declared, “These tests are violating treaties, destroying our environment, and trampling our human rights. They must stop now.”
Ultimately, mounting global pressure and negotiations around the Comprehensive Nuclear-Test-Ban Treaty (CTBT) forced France to halt all nuclear tests in 1996. France subsequently signed and ratified the CTBT, committing to a permanent ban on nuclear explosions[16].
- Lack of Reparations and Accountability
France evaded responsibility and reparations for decades. Until 2010, there was no official legal framework for compensating victims of nuclear testing. That year, under public pressure, France passed the Morin Law, which formally recognized the state’s obligation to compensate victims of nuclear testing between 1960 and 1996. Yet, the law was narrow and restrictive in practice. Algerian and Polynesian claimants were required to present documentation proving they were present at the test sites during specific times—records that were often lost or never existed. Additionally, strict criteria were applied to determine causation, with only patients exposed to radiation levels above a specific threshold qualifying for compensation. As a result, the approval rate for claims remained very low. Between 2010 and 2017, less than 10 percent of claims were approved after legal proceedings[17]. For example, by 2021, only one Algerian victim had successfully received compensation despite dozens of filed claims.
Conclusion
France’s nuclear testing in the Algerian Sahara and the coral atolls of Polynesia left devastating legacies for local populations and the environment. In areas like Reggane and In Ekker, radioactive contamination persists decades after the final explosion. Between 1960 and 1967 alone, tens of thousands of Algerians were directly or indirectly exposed to nuclear radiation. Reports cite increased rates of birth defects, thyroid and skin cancers, and rare diseases in southern Algeria. In some communities, such as the Tuareg, radioactive clouds caused genetic mutations and congenital disorders. Atmospheric detonations turned desert sands into shards laced with plutonium.
The situation in Polynesia was similarly dire. Tests near populated areas, carried out without adequate safety measures, exposed thousands to severe illness, premature death, and transgenerational birth defects. Elevated rates of leukemia and thyroid cancer near Mururoa underscore the enduring consequences.
These actions represent clear violations of fundamental principles of medical ethics and human rights—particularly the principle of informed consent, which states that no individual or population should be subjected to high-risk testing without prior knowledge. In Algeria, residents near Reggane were unaware of the nature of nearby experiments and the causes of the deadly illnesses that afflicted their families. Records show that more than 30,000 people near the Reggane site were unknowingly exposed as part of a mass radiation study. In Polynesia, instead of honest disclosure, the French government used propaganda to gain public support, never fully informing residents of the risks.
The question posed by a Marshall Islands representative to the United Nations—”If these tests are safe, why aren’t they done in France?”—captured the discriminatory nature of the program. France imposed its dangerous experiments not on its own citizens, but on colonized populations whose rights and dignity were disregarded in the calculus of power.
