Syria, located in West Asia, holds a significant geopolitical and historical position in regional and international affairs. Following major political changes in recent years and the repeal of the 2012 Constitution, the country entered a transitional legal and political phase. In 2025, a “Constitutional Declaration” was adopted as a temporary governing framework for a five-year transition period. This document outlines the basic structure of the executive, legislative, and judicial branches and serves as the interim legal foundation for state governance until the adoption of a permanent constitution. From a human rights perspective, Syria has faced extensive and systemic challenges over the past one to two decades. These include widespread violations of civilian rights during armed conflict, significant restrictions on political participation, and the weakening of judicial and institutional capacities. These conditions have had a substantial impact on the protection and realization of fundamental rights and freedoms. Overall, Syria remains a country with a rich civilizational heritage, currently positioned at a critical juncture of political and legal transition. This phase simultaneously presents opportunities for institutional reconstruction and reform, alongside persistent challenges related to political stability, governance, and long-term sustainable development.
